Why Some Earthquakes Are More Destructive

If your heart beats rapidly during an earthquake, it still doesn?t compete with high-frequency waves generated by the quake. These waves shake the ground faster than your ticker?s thrumming and cause the most damage to smaller structures, such as house??s.

Researchers now have a new explanation for the source of these poorly understood high-frequency seismic waves. The longer a fault heals between earthquakes, the faster the waves once the fault finally breaks again, according to a new study detailed in the Oct. 31 issue of the journal Nature.

"We can think of a fault as just as crack or a cut in the ground. When they heal, it may not be all that different than how a cut in your skin heals. There are physical and chemical changes that occur right on the surface," said Gregory McLaskey, lead study author and a postdoctoral researcher at the U.S. Geological Survey in Menlo Park, Calif.

The model indicates faults get stronger when they heal, and the healing process changes the next earthquake, McLaskey said.

Though the next quake may not be bigger in terms of magnitude, it could be much more intense, with more rapid shaking, he said.

"It doesn't just affect the strength of it, it affects the way the ground will shake when it ruptures. The more the fault has healed, the more rapid vibrations and jolts will be produced when the earthquake does come," McLaskey told OurAmazingPlanet.

Understanding how the ground will move

Earthquake engineers would like to better understand and predict these waves, said Steven Glaser, study co-author and a professor of engineering at the University of California, Berkeley. The high frequency makes them difficult to measure as they happen, and to model with computers.

During an earthquake, high-frequency seismic waves cause major damage because the resonance frequency of most man-made structures ?? homes, bridges, roads ? falls within their frequency range. Resonance frequency is the tendency to naturally oscillate at certain frequencies. [Video: Devastating Earthquake Visualized]

Glaser said the fault-healing model could account for perplexing high-frequency seismic waves recorded during the March 2011 Tohoku earthquake. The high-frequency waves in the Tohoku earthquake were generated away from the fault's maximum area of slip, he said. Instead, the waves came from deeper on the fault. If these sections were more "healed", then they might have radiated more high-frequency waves, the researchers suggest.

"The higher frequencies in Tohoku weren't quite expected. We've pointed to the direction that they are a function of healing time, and we've put meaning to their observations," Glaser told OurAmazingPlanet.

Modeling an earthquake

To create the high-frequency waves, McLaskey and his colleagues first built a fault model out of 8-inch (200-millimeter) Plexiglas blocks. The soft blocks are a good analog for rocks, Glaser said. To better mimic a real fault, the team roughened up the surface of the blocks where they met.

Pressure was applied to the blocks, pushing them together to mimic the friction forces acting on an earthquake fault. As the sides healed, the researchers saw individual contact points slip and transfer the energy to other contact points. As the pressing continued and more contacts slipped, the stress was transferred to other contact points in a chain reaction, until even the strongest contacts failed, releasing the stored energy as an earthquake.

The researchers tested their lab observations against records of repeating earthquakes along the San Andreas Fault. The data were from Parkfield, Calif., one of the most intensely documented earthquake-producing regions in the world.

Thomas and McLaskey explored the records of very small, otherwise identically repeating earthquakes at Parkfield to show that the quakes produced shaking patterns that changed depending on the time span since the last event, just as predicted by the lab experiments. Measurements of the ground motion generated from each of the small earthquakes confirmed shaking at Parkfield was faster when the time from the last rupture increased.

One step closer

"It is elegant work," said seismologist John Vidale, a professor at the University of Washington who was not associated with the study. "The point that more healed faults can be more destructive is dismaying. It may not be enough to locate faults to assess danger, but rather knowing their history, which is often unknowable, that is key to fully assessing their threat," Vidale said in a statement.

The researchers plan to move their experiments into bigger-scale rock models, and to further investigate the triggering mechanisms of earthquakes.

"It's a big leap between the laboratory and an actual fault, but this does bring us one step closer in that we're starting to learn some of the underlying physics and link it to the way earthquakes are created," McLaskey said.

James Packer's Barangaroo casino is high-roller heaven ...

CRITICISM has continued to flow over the NSW Government's handling of James Packer's plans to build his dream 70-storey Barangaroo resort casino.

Premier Barry O'Farrell yesterday agreed to the plans, giving first approvals for the project and indicating Mr Packer would not have to worry about a tender - and perhaps not even have to pay a licence fee - to operate a VIP-only high rollers casino in the hotel.

Mr Packer's plans also promise a $1 billion luxury hotel - and $114 million a year in gaming tax revenue - to the state government in return for allowing him move forward with the development.

But former federal Liberal leader John Hewson has come forward and questioned the perceived ``probity of process'' surrounding the first-stage approval.

Dr Hewson said his concern surrounded perceptions Mr Packer had ``bulldozed'' his plan through without it going to tender.

Dr Hewson is not opposed to a hotel or a second casino license for Sydney but said it was ``the height of arrogance'' for Mr Packer to suggest if there had been a tender process his proposal would have won through anyway.

Sydney Lord Mayor Clover Moore also criticised the approval process, saying the proposal was accepted too readily by the state government without public consultation.

Mr Packer's new facility will feature more than 150 gaming tables - about half the number at The Star casino - but will be "invitation only" for high rollers, particularly wealthy Asian gamblers or "whales".

"(It's) invitation-only gaming, individuals will not be able to walk off the street to access the facilities. It's not dissimilar to current high roller rooms," Mr O'Farrell said.

He said the government would not approve poker machines for the new casino.

"What they're talking about is something like 1300 jobs during the construction phase, around 1200 jobs when operational," he said.

"When fully operational, it could inject more than $300 million a year into the state's economy. It is about trying to ensure that Sydney attracts investment ... it's about growing the tourism sector."

The hotel tower will have 350 rooms - 20 per cent of those being suites or VIP accommodation.

The top floors will house about 75 luxury apartments while the site will also feature high-end retail, conference facilities and a pool, day spa and amenity deck. The VIP gaming facilities will be named Sky Salons and the Mahogany Room.

Crown vice-president Todd Nisbet told a conference in Sydney yesterday that the hotel's service would lift it from "five star" to "six star", with all staff to be Mandarin-speaking and the hotel to be very much aimed at the Chinese.

The Premier yesterday ruled out calls from former prime minister Paul Keating to return the hotel to an original plan under Labor to have it jut out over the Harbour. "I think that would be a terrible precedent given the Harbour is one of the greatest assets and attributes this city has," he said.

It is understood the new hotel-casino will be fully approved in six months, with Mr O'Farrell indicating the casino licence would be approved early next year.

But the casino will not operate until November 2019, when the exclusivity licence on The Star casino ends.

Even though Mr Packer is expected to win regulatory approval next month to have his stake in Echo Entertainment (owner of The Star) rise to 25 per cent, he is expected to dump his existing 10 per cent in Echo shares when he receives final approval for his Barangaroo facility.

The proposal will not go to tender as Mr O'Farrell has deemed it an "unsolicited proposal". Under the policy, if proponents can come up with an idea and show its "uniqueness", they need not go to tender.

He said the uniqueness of the proposal was partly because Mr Packer had already signed with Lend Lease to build a hotel at Barangaroo.

Echo Entertainment chairman John O'Neill criticised the process, saying The Star casino would have liked a chance to bid for Barangaroo.

He said if a tender had been called, overseas interests would have taken part.

"My own experience when I ran State Bank of NSW and it was privatised and sold by tender ... there were 10 expressions of interest," he said.

Last night, in a dinner address at the Museum of Contemporary Art, Mr Packer said even if there was a tender, he would have won it anyway and thanked both the Labor Party and the Liberal Party for backing the proposal.

"If there was a tender, it would be very hard to see how we wouldn't win," he said, citing his company's reputation for building high-class resorts and casinos.

"There has never been a billion-dollar casino built in the world without slot machines. There's no one who is going to try harder than our company to build something special. This is more than just about money for me. I'm a great believer in Sydney."

Despite yesterday's announcement, Crown's share price fell by 3c to $9.46.

Isolation of Puerto Rico's manatees affects survival odds

ScienceDaily (Oct. 25, 2012) ? New evidence shows there is no cross-breeding between endangered manatees in Puerto Rico and those in Florida, resulting in less genetic diversity in Puerto Rico's small manatee population and impacting its odds of survival.

The findings, which come from a study of West Indian manatees by the U.S. Geological Survey and Puerto Rico Manatee Conservation Center, could help resource managers make decisions about how to conserve the endangered marine mammal.

"Wildlife management has been one of the fields to benefit greatly from the ability to determine relatedness of individuals from DNA analysis, allowing management decisions to be based on concrete scientific evidence for genetic diversity and prospects for it to increase," said USGS Director Marcia McNutt. "These results for Puerto Rico's manatees are a wake-up call."

One key management concern is the ability of Puerto Rico's manatees to absorb and rebound from population declines. Current estimates suggest as few as 250 individual manatees may currently live in Puerto Rico. Furthermore, the population's genetic diversity is low, a fact which decreases a wildlife population's capacity to adapt to changing conditions and rebound after critical events that can cause deaths, such as hurricanes, boat strikes, or disease.

This latest finding -- that Puerto Rico's manatees are genetically isolated -- shows the population's vulnerability to future ups and downs is not being offset by migration from Florida manatees, as was once hoped.

"Puerto Rico's Antillean manatees have low overall numbers and low genetic diversity, both of which present risks for the population's long-term survival," said Margaret Hunter, Ph.D., a USGS geneticist and lead author of the study. "The lack of gene flow is another risk factor. We detected no signs that the Puerto Rico population is being supplemented by Florida manatees, through migration or breeding. This means that Puerto Rico's population must absorb shocks -- such as environmental change or disease -- on their own. It's a trifecta of genetic vulnerability."

In their most recent 5-year review, released in 2007, the U.S. Fish and Wildlife Service recommended that West Indian manatees be downlisted from endangered to threatened, although no decision was made at that time.

As of the last status review, it was difficult to determine whether the two populations were mixing. Puerto Rico's manatees were already considered a different subspecies -- the 'Antillean' subspecies, while those in the continental U.S. are the 'Florida' subspecies. Although the distinction had been based on different physical traits observed in the two types of manatees, this study confirms that there is indeed a strong genetic basis to those differences.

The research offers a clearer picture of breeding relationships because the research team compared Florida and Puerto Rico using nuclear DNA, which provides enough granular detail about diversity to draw conclusions about current breeding rates. Earlier genetic data on West Indian manatees came from analysis of mitochondrial DNA, a type of genetic material typically used to understand a species' ancient migratory past.

Among other findings in the study is the existence of two manatee populations within Puerto Rico itself that do not frequently interbreed. The two genetically different groups provide diversity that may improve the long-term prospects for manatees in Puerto Rico.

"This study provides solid data that allows us to better understand what Puerto Rico's manatee population faces internally to survive?both as individuals and as a population. It also directs us in developing and implementing future studies in health assessments and habitat use that will enhance current conservation efforts in the island on behalf of the species," said co-author Antonio Mignucci, Ph.D., director of the Puerto Rico Manatee Conservation Center and research professor at Inter American University of Puerto Rico.

Puerto Rico's manatees are not only isolated from Florida's population, but have little chance of receiving migrants from other nearby islands. The USGS has been working with the PRMCC and other biologists in Caribbean nations to gather new data about causes of death, habitat use, and breeding among manatees found on the surrounding islands. At this point, Jamaica and the Dominican Republic are believed to have small manatee populations while Guadeloupe, Haiti and the Virgin Islands have no known manatees.

"The more that we continue to learn about this unique mammal, the better we can enable managers to make decisions that ensure adequate protection," said Bob Bonde, Ph.D., a USGS research biologist and co-author of the research.

The study, "Puerto Rico and Florida manatees represent genetically distinct groups," is available online in the journal Conservation Genetics.

3 ways to boost your small business marketing beyond ?order taking ...

The other day I was having breakfast with my family at a restaurant, and the waitress came to take our order. She was very nice and polite, but her method of taking our order was very, well, ordinary ? she just kind of stood there with a notepad and wrote down our order without really asking us any questions about what we were hungry for or helping us decide. The waitress could have helped us by asking questions, suggesting popular items from the menu, and offering ideas for food and beverages that we might enjoy ? and she probably would have earned a bigger ticket for the restaurant and a bigger tip for herself.

Whether you?re a restaurant server, sales person or small business owner, being an ?order taker? might be perfectly polite, but it?s a missed opportunity to help the customer and make more money for the business. When you?re an entrepreneur trying to market your business, don?t just be an ?order taker? who waits for customers to tell you what they want. To really add value for your customers and drive better results for your business, you need to help your customers figure out what they want.

Here are a few ways that your small business marketing can go beyond simply taking orders:

  • Suggestive selling: One of the oldest sales techniques is exemplified by a good restaurant server who knows how to suggest items on the menu. ?Do you want fries with that?? is the classic line from a fast food restaurant, but suggestive selling is often a lot more sophisticated. If you?re a consultant, you might say to a client, ?Based on your situation and what we?ve discussed so far, here is what I think you might need.? If you run a retail business, and your customers have been browsing a particular item on the shelves, ?If you like that piece of merchandise, I think you?d really love this one too.? Suggestive selling doesn?t have to mean forcing things on people or pressuring people into making a purchase. Suggestive selling doesn?t have to be about suggesting a more expensive choice. Instead, it?s about offering up a broader array of choices than the customer might have known about. Good marketing can help educate the customer and make them aware of better choices that can leave them in better condition.
  • Listening to the customer?s unstated needs: Customers rarely come to you and say, ?This is exactly what I want to buy and this is exactly how much I want to spend ? and not a penny more.? The big missed opportunity of being nothing more than an ?order taker? is that you never get to delve deeper into the customer?s needs and identify bigger opportunities to help the customer. Many customers are flexible on how much they are willing to spend. Many customers have bigger needs that are lying under the surface. If you can earn the customer?s trust and get them to open up to you in conversation, you might find many more lucrative needs that the customer was waiting to be asked about. For example, a customer who comes in to an auto shop asking for an oil change might have another car at home that needs a new transmission ? but if the business owner never talks to the customer about ?What other cars do you drive,? that opportunity would never come up. A client who comes to a graphic designer for a simple brochure project might mention in passing that they?re feeling really swamped and don?t have enough people on staff ? and this could lead to the designer asking to take on more freelance projects to help lessen the burden. It?s important to ?read between the lines? in your conversations with customers. These unstated needs often represent big opportunities waiting to be discovered.
  • Empathizing with the customer?s situation to better identify exactly what they need: Many customers don?t know how to articulate or ask for exactly what they need. A web developer might meet with some new prospective clients who have a general idea of what they want their website or software app to look like, or how they want it to function, but they don?t know how to get it done. A retail customer might go Christmas shopping for ?the perfect gift? for their daughter, but might not have a clear conception of what that gift looks like. This is where your small business marketing and sales techniques need to help the customer clarify what they need. Say to the customer, ?Based on what you?re saying, it sounds like this is what you need,? or, ?What I?m hearing you say is that you want X, Y and Z. We can deliver X, Y and Z, but it?s going to look a bit different than what you described ? let?s talk more about what you can expect if we decide to move forward.?

Small business sales and marketing doesn?t have to be complicated. Making bigger profits for your company is often just a simple matter of learning how to ask good questions, listen closely to what people say, and look for ways to deepen your conversations and build deeper relationships with your customers. But it does require a spirit of generosity, conscientiousness and attentiveness that goes beyond simply ?taking orders.?

One of Everything at THE Ohio State University? You Won't Get ...

Home / Featured / One of Everything at THE Ohio State University? You Won?t Get Bored

Now this is a rec center! Credit: The Ohio State University/Office of Student Life/Department of Recreational Sports.

As part of Fit Bottomed College Week, we?re highlighting a few of the coolest college rec and fitness centers across the country!

It?s sufficient to say that most NCAA Division I colleges and universities probably have some high-tech workout equipment and facilities for students and faculty to take advantage of during the school year. Well, I?d say that?THE Ohio State University, as they like to refer to themselves, has some kick-ass recreation facilities. Yes, I said facilities, and not just one or two, but five to be exact. They span more than 90 acres and combined are used daily by 8,000 to 10,000 students and more than 4,500 faculty, community members, family, etc. (No wonder they are so dang good at football and basketball, among other sports I?m sure!)

The facilities are spread out over the campus, so you don?t have to haul your stuff from one side of campus to the other. I like that part. No sense in trying to discourage college students by making it harder to get to their workout. The flagship facility though is definitely the Recreation & Physical Activity Center (RPAC), which is their largest (shown above) with more than 630,000 square feet. OMG that is enormous! I can?t imagine something that large. The RPAC is at the center of campus and houses much of the welcome center, additional workout spaces and?a cool skywalk from the fitness center to the Physical Activity and Education Services academic building. How cool is that? There?s nothing like gettin? in a workout and then heading right to class.

Treadmills and ellipticals galore! Credit: The Ohio State University/Office of Student Life/Department of Recreational Sports

Aside from that mother of a fitness center, the Outdoor Adventure Center (OAC) is dedicated mostly to all things outdoors. They have rock climbing walls, equipment storage for kayaks and canoes, and they also have several turf fields where people can play soccer, flag football, rugby and so much more. Really? If I only had this in college, I might as well have spent most of my years outside?except for the extremely windy and cold conditions?but you get the point.

In conjunction with the OAC is the ARC, or the Adventure Recreation Center. This facility has four basketball courts, two indoor turf fields (who has heard of that for a college campus?) and several other fitness staples, such as weights and cardio machines. I?m getting jealous already and we are only getting warmed up. (Get it? Warmed up?)

So if none of those facilities appeals to you, there?s the Jesse Owens Recreation Centers. There is a North, South and West Center on campus, which is, according the website, a short walk for nearly 12,000 students. There?s that convenience factor I was talking about. The West facility is strictly used for tennis, but the other two are additional places for students and faculty to use. The North and South facilities house equipment like tumbling mats, table tennis tables and loads of cardio machines, like exercise bikes and ellipticals. Again, how could you not get out of your dorm room and go use these places? I think if I had access to all this in college, I would have dragged a few friends out more to go work out.

With all those facilities, it?s obvious what sets The Ohio State apart. Right?

?The sheer number of programs and services we offer,? says Emily Howard, program manager, marketing and creative services for The Ohio State. ?From traditional intramural sports and sport clubs, to outdoor adventure trips, competitive swim and diving teams, group fitness classes, personal training, massage, racquet sports, adapted recreation, indoor/outdoor tennis, etc., and the variety of special programming.?

And even though The Ohio State has these rad workout facilities, according to Howard, they can also boast sharing the title of oldest recreational sports department in the country, as it was founded in 1913. She says they share the title with the University of Michigan, and if anyone knows anything about college sports, that is one heck of a rivalry. Goodness, I would not want to get in the middle of an argument with those guys.

Which of these facilities sounds most appealing to you? ?Kelsey

New York court finds pole dancing revenue can be taxed

ALBANY, New York (Reuters) - Pole dancers might be athletic and artistic but their performances don't qualify for tax-exempt status under New York law, a state court ruled on Tuesday.

The owners of Nite Moves, an exotic dance club near Albany, New York, had sought to have pole dancing and private lap dances qualified as tax exempt since revenue collected from "dramatic or musical arts performances" is not taxable under state law.

But the Court of Appeals, the state's highest court, decided against the club in a 4-3 ruling handed down on Tuesday.

"Surely it was not irrational ... to conclude that a club presenting performances by women gyrating on a pole to music, however artistic or athletic their practice moves are, was also not a qualifying performance entitled to exempt status," the majority wrote in an unsigned memorandum.

Nite Moves was trying to fend off a $125,000 tax bill on admission fees, beverage sales and income from private dances between 2002 and 2005. The owners argued that exotic dance qualifies for the tax exemption because it is difficult to perform and requires practice and choreography.

In dissent, Judge Robert Smith said that deciding the artistic merits of different dance forms "is not the function of a tax collector."

"The people who paid these admission charges paid to see women dancing. It does not matter if the dance was artistic or crude, boring or erotic," Smith wrote. "Under New York's Tax Law, a dance is a dance."

Andrew McCullough, who argued for Nite Moves, said on Tuesday that he is considering appealing the decision to the U.S. Supreme Court. "We're very unhappy and looking at whatever options we have," he said.

Geoffrey Gloak, a spokesman for the state Department of Taxation & Finance, said, "We're pleased with this decision, because it gives similar businesses clear guidance on the issue of sales tax when it comes to live exotic dance establishments."

Why aren't more business leaders online? | Awaken

by?Richard Branson: ?Anyone who thinks new technology isn?t going to keep changing the world has got their head in the sand. Why aren’t more business leaders online? We are seeing progress every day online, and businesses are doing their level best to keep up and get ahead.

However, when you get to the very top of companies, there is a surprising lethargy about using the online tools already available: social media. Embracing social media isn?t just a bit of fun, it is a vital way to communicate, keep your ear to the ground and improve your business.

So why are only 16% of CEOs currently participating in social media??IBM?s 2012 Global CEO Studyfound that most CEOs are clearly not taking social media seriously. Only one of more than 1,700 respondents had their own?blog! Some are on?LinkedIn, fewer on?Twitter?and even less on?Facebook, Google+ and elsewhere on the web.

The study indicated that within five years social media will be the number two way to engage with customers (after face-to-face personal interaction). That?s a step in the right direction, but why wait five years? The internet will have changed all over again by then, and business is in danger of being left behind.

It isn?t just CEOs that can make the most of social media. Where possible, everyone within a company should be engaged in what is happening elsewhere within their business, and in the wider world. Social media is a great way to do this. Also, it can furnish a spirit of community, not least amongst global, widespread companies.

Nevertheless, like all other areas of business, CEOs have the opportunity to set the bar. By ignoring social networks, they are potentially missing a trick.

There are lots of business leaders utilising social media, and yours truly is only too happy to be counted among them. But the beauty of the web is that there is plenty of room for everyone. Does anybody else want to join the party? There?s only one rule for entry ? no ties allowed!

Richard Branson

Womack wins Q best album award, Blur, Muse honored

LONDON (Reuters) - American soul veteran Bobby Womack won Q magazine's best album award on Monday for "The Bravest Man in the Universe", beating out younger competition including London indie band The Maccabees and Paul Weller.

Womack's first album of original material since 1994's "Resurrection" was co-produced by Blur frontman Damon Albarn and Richard Russell of XL Recordings, the label behind chart queen Adele, and featured Lana Del Rey among the guest artists.

The 68-year-old, who was diagnosed with colon cancer earlier this year, was encouraged to return to music by Albarn in 2010, when he contributed to the Gorillaz album "Plastic Beach".

In its four-star review of The Bravest Man in the Universe, the Observer newspaper said: "Womack ... is upfront and centre, spewing contrition, bewilderment, disdain and yearning in a voice whose authority has only increased with age."

Albarn was honored by monthly music magazine Q when Blur won the best live act award, while Muse, who composed the official song for the London Olympics, were named "best act in the world" ahead of Coldplay, Lady Gaga, Blur and The Stone Roses.

The new act category went to Django Django, Plan B scooped the best track award for "Ill Manors", Keane's "Disconnected" won best video while the best solo artist prize was awarded to Emeli Sande.

Techno duo Underworld, who created the soundtrack to the Olympics opening ceremony, was also honored for its part in the Games.

"It's been the most incredible year for British music. Our bands and our anthems transformed the Olympics," said Q's editor Andrew Harrison.

"A string of great albums announced fantastic new talent on the scene and amazing comeback shows from Blur and the Stone Roses showed the enduring appeal of our best-loved musicians."

Shooting at spa in Wisconsin: 4 dead, including gunman, police say

A tactical unit responds to the shooting in Brookfield, Wis. (AP)

A shooting at a spa near a Brookfield, Wis., mall on Sunday left four dead--including the shooter--and four others wounded, police said. The suspected gunman, 45-year-old Radcliffe Haughton, of Brown Deer, Wis., was later found dead inside.

The shooting occurred at the Azana Spa across the street from the Brookfield Square Mall at approximately 11:15 a.m. local time, police said. Inside the spa, police found what appeared to be an improvised explosive device (IED), and a bomb squad was called in as officials worked to clear the two-story building.

"Our entire operation is focused on locating the suspect," Brookfield Police Chief Daniel Tushaus said at a press conference earlier Sunday.

Haughton (Waukesha County Sheriff's Dept.)

A spokeswoman for Froedtert Memorial Hospital told the Associated Press that said four shooting victims were being treated for non-life threatening injuries at the hospital.

Authorities did not immediately release a motive. But according to the Milwaukee Journal Sentinel, a restraining order requested by Haughton's wife was issued against him on Thursday in Milwaukee County Circuit Court. And according to WISN-TV, she worked at the spa.

Online court records showed that Haughton "was not allowed to have firearms and was directed to deliver firearms to the sheriff," the Journal Sentinel said. "The order does not indicate if that happened."

Following the shooting, the mall and a nearby country club were placed on lockdown. SWAT, FBI, fire and rescue officials responded to the shooting, and a Flight for Life helicopter landed in the mall's parking lot. Police and tactical units conducted a sweep of surrounding businesses.

A representative from the Department of Homeland Security arrived on the scene to offer investigative assistance, while police and FBI--assisted by a bomb squad--conducted a search of Haughton's home.

Earlier, a reporter from the Journal Sentinal spoke to the suspect's father, Radcliffe Haughton Sr., who said he told his son last week, "Don't do anything stupid."

Meanwhile, employees at the spa were asked to not speak to the media. "It is so important that things get figured out and settled first," a post on Azana Spa's Facebook page read. "Please continue to pray for all of those involved."

The suspect did not appear to have a presence on Facebook, but a Google Plus page for a Radcliffe Haughton includes a photo of a man who looks like Haughton displaying what appears to be a gun. A LinkedIn page lists Haughton as the owner of "Haughton International Corporation."

Rep. Paul Ryan, campaigning as the Republican vice presidential nominee in Iowa on Sunday, said he was "shocked and saddened" by the news out of his home state.

"As our community continues to heal from August's tragic violence, our thoughts and prayers are with today's victims and their loved ones," Ryan said in a statement. "Our gratitude also goes to the first responders who rushed to save lives and secure the scene. We will not allow the evil responsible for this heartbreaking event to triumph over the spirit of the people of Wisconsin. I ask all Americans to keep those affected by this event in their hearts, minds, and prayers today."

Sunday's shooting comes less than three months after Wade Michael Page, an Army veteran with white supremacist ties, opened fire at a Sikh temple in Oak Creek, Wis., killing six and injuring three others before shooting himself.

And the spa is less than a mile from a hotel where a gunman opened fire during a Living Church of God service in 2005. Seven people were killed and four wounded in that shooting.

As other polls show tight race, Gallup stands apart

WASHINGTON (Reuters) - The election between President Barack Obama and Republican challenger Mitt Romney looks like it will be a knuckle-biter - unless you go by one of the United States' most respected public-opinion polls.

As most surveys show Obama and Romney locked in a virtual dead heat, Gallup finds that the Republican would win by a comfortable six percentage points if the election were held today.

Questions about the gap between Gallup's findings and those of other pollsters is the latest fuss this election season over polling methodology as partisan passions come to a boil in the heated final weeks before the November 6 presidential contest.

With a record of correctly predicting all but three of the 19 presidential races stretching back to 1936, Gallup is one of the most prestigious names in the business and its outlier status has other polling experts scratching their heads.

"They're just so out of kilter at the moment," said Simon Jackman, a Stanford University political science professor and author of a book on polling. "Either they're doing something really wacky or the other 18 pollsters out there are colluding, or something."

Gallup's editor in chief, Frank Newport, said he didn't know why his results didn't line up with others. Nor did he seem unnerved by the disparity.

"We try to keep our eyes on the boat and do the best job possible," he said. "We're going over some additional tweaks with our methodologists to make sure we're on top of it."

When Obama opened up a wide lead in polls last month, Republicans accused researchers of interviewing too many Democrats. Those complaints evaporated when Romney surged ahead after his strong October 3 debate performance.

Now, the Obama campaign is questioning the validity of Gallup's methods after it released a poll earlier this week that showed Romney leading among likely voters in the handful of battleground states that will decide the election.

Obama pollster Joel Benenson called the Gallup survey an "extreme outlier" and said its formula to determine likely voters created a bias against Obama supporters. "Gallup's data is once again far out of line with other public pollsters," he wrote in a memo on Monday.

Republican strategist Karl Rove pointed out on Thursday that no candidate who has ever polled more than 50 percent in the Gallup poll at this point in a presidential race has gone on to lose the election. As it happens, Gallup had Romney at 51 percent that day.

The contrast between Gallup and other major polls is stark.

As of Friday afternoon, Gallup's daily tracking poll of likely voters had Romney leading Obama by six percentage points, 51 percent to 45 percent.

The Reuters/Ipsos tracking poll, taken from a sample online, had Obama leading by three points on Friday and for much of this week. A Public Policy Polling daily survey had Obama leading by one point, Rand put him ahead by three points and Rasmussen showed the two candidates to be tied.

"Firms don't like being outliers - it causes a lot of self-doubt," said Harvard University political science professor Stephen Ansolabehere. "It's OK if you're wrong if everybody else is wrong with you. It's not OK to be wrong if you're all alone."

As to be expected in the imperfect world of polling, results from other companies are also at odds with each other. A Wall Street Journal/NBC News/Marist poll issued on Friday showed Obama ahead in the swing state of Iowa by the large margin of eight points, but a PPP poll the same day showed Romney ahead there by one point.

SWINGS IN ENTHUSIASM

There are many possible reasons for variations. Gallup's tracking poll relies on a seven-day rolling average, so it may still be registering a surge that Romney gained after his strong debate showing on October 3.

Several experts suggested that there may be something in the way the Gallup telephone survey is conducted that makes it more likely to translate a surge in enthusiasm for a candidate into an uptick in poll support, leading to wider swings in the final months before election day.

And there is a growing recognition in the industry that telephone-based surveys are becoming less reliable. As mobile phone use increases, a traditional home-phone survey will miss large chunks of the population, especially younger people.

But cell phones come with their own set of problems. Users often adopt an area code from another state and they may be less likely to answer calls from people they don't know.

Yet that might not explain any discrepancy in polls by Gallup, which now relies on an equal balance of home phones and mobile phones for its surveys.

No matter the method, polling firms weight the answers of those who respond to reflect the general composition of the U.S. voting population as a whole. If a pollster has trouble getting enough older Hispanic women, for example, the responses of those who do participate will be counted more than once. But weighting a sample too heavily can distort the results.

The next step is determining how many of those who responded will actually participate in the election.

Gallup says it determines its "likely voters" by asking whether they have voted in the past, if they know where their polling place is located, and other similar questions. The formula has been tweaked this year to take into account the increasing prevalence of early voting.

Gallup's Newport pointed out that the firm's likely-voter formula has more accurately predicted the election results than its wider poll of all registered voters going back to the 1990s and, in fact, the likely voter prediction tended to slightly favor Democratic candidates.

The process is in some respects as much art as science as each polling firm relies on a different formula to arrive at its results. And because the details of the process are proprietary, it's impossible to say what's leading to the discrepancy, several pollsters said.

"I think they're professionals at Gallup and they're trying to get things right," said Mark Blumenthal, the Huffington Post's director of polling.

"Why is it so different?" he said. "The bottom line is we just don't know."

PFT: 'Skins, Bills fined $20K each for injury reports

Atlanta Falcons v Washington RedskinsGetty Images

While the 22-year-old quarterback is generating all the attention, the Redskins are also benefitting from the continued excellent production of a 37-year-old linebacker who never seems to slow down.

Of course, linebacker London Fletcher is in many ways the anti-Robert Griffin III. He?s not flashy or able to wow you with extreme athleticism.

But just like with RG3, the plays keep getting made.

Giants left guard Kevin Boothe, who will see Fletcher up close tomorrow, called him the ?ageless machine? and said keeping a body on Fletcher is a priority.

?Every time we?re getting ready to play them, it always seems like No. 59 is the guy getting off the pile,? Boothe said, via Alex Marvez of FoxSports.com. ?That?s going to be the key Sunday. Somehow, we?ve got to get him blocked and neutralize their front seven guys.?

Not many people have effectively done that.

Over 15 seasons and 230 consecutive games (most of any active player), Fletcher?s been a steady contributor for the Rams, Bills and Redskins. With more than 1,600 tackles in his career, and 54 already this season, he?s showing no signs of slowing down.

But his leadership role is as important, as the Redskins defense has lost key parts Brian Orakpo and Adam Carriker already this season.

?I think the defensive coaches have taken advantage of the strengths of the other guys who have replaced them,? Fletcher said. ?There have been some situations where we?ve had to play a couple of different guys in different roles to replace the guys we?ve lost.

?With that being said, the guys have accepted the challenge in the roles that they?re playing and they?ve played them well.

Fletcher?s in the middle of all that, but he?s also mentoring on the other side of the ball, saying he?s had many conversations with his young quarterback.

?We talk about a lot of things,? Fletcher said. ?The best advice I?ve told him is that with a lot of stuff, you?re just going to have to experience it yourself. I can tell you one thing but experience is the best teacher sometimes.?

And experience is the one thing Fletcher can speak from, and impart important lessons RG3 should file away.

Questions for Medicare in meningitis outbreak

WASHINGTON (AP) ? Medicare is coming under scrutiny in the meningitis outbreak that has rekindled doubts about the safety of the nation's drug supply.

The giant health insurance program for seniors long ago flagged compounded drugs produced for the mass market without oversight from the Food and Drug Administration as safety risks. In 2007, Medicare revoked coverage of compounded inhaler drugs for lung disease.

But Medicare doesn't seem to have consistently used its own legal power to deny payment, and critics say that has enabled the compounding business to flourish.

Now program officials are scrambling to find out how many Medicare beneficiaries are among the more than 270 people sickened in 16 states in a still-growing outbreak that has claimed 21 lives.

The illnesses have been linked to an injectable steroid used to treat back pain, made by the New England Compounding Center, a Massachusetts specialty pharmacy. The medication was contaminated with a fungus.

A senior lawmaker and consumer advocates are raising questions about Medicare's role, including an apparent lack of coordination between Medicare and the FDA, the two most powerful agencies within the federal Health and Human Services Department.

In response, a department spokesman says Congress needs to provide the FDA with stronger powers.

The meningitis outbreak has called attention to the role of compounding pharmacies in supplying medications routinely used by hospitals and doctors to treat patients. Regulated primarily by states, the pharmacies specialize in customizing doses for individual patients who have allergies to ingredients in an FDA-approved drug, or who might need a smaller dosage than what's available commercially. But some pharmacies have pushed into full-scale manufacturing.

Medicare has long been aware of the risks.

"By compounding drugs on a large scale, a company may be operating as a drug manufacturer within the meaning of (federal law), without complying with requirements of that law," Medicare's coverage manual, a reference for contractors that handle payments, says in a section dealing with compounded drugs.

That situation, adds the manual, fails Medicare's basic standard, that treatments must be "reasonable and necessary" in order to be covered. "This means, in the case of drugs, the FDA must approve them for marketing," says the manual.

It goes on to say that billing contractors should wait for instructions from Medicare before cutting off payment in specific cases where the FDA has determined that a company is producing compounded drugs in violation of the law.

"Medicare indicates in its own policy documents that it can cut off payments for compounded drugs produced under manufacturing-like conditions," said Sen. Charles Grassley, R-Iowa, who over the years has pushed for stronger government oversight of the pharmaceutical industry.

"Medicare should explain whether it uses this step, and if not, why not. Every avenue for explaining how this health crisis occurred and preventing others like it needs exploration," he added.

Joyce Lovelace of Albany, Ky., says she doesn't understand how the outbreak could have happened. Eddie Lovelace, her husband of 55 years, died of a stroke after receiving injections of the steroid implicated in the outbreak as a treatment for pain from an auto accident.

"I'm 100 percent behind not paying ... whether it's Medicare, Blue Cross, or whatever," she said. "Somebody dropped the ball and as a result my husband is gone." Eddie Lovelace, 78, a long-serving judge, was still working at the time of his death and Medicare was not his primary insurance.

Medicare officials are looking into whether the program paid for drugs that have sickened patients.

"If the FDA determines a company is producing compounded drugs in violation of (federal law), Medicare will not reimburse for drugs produced in that facility," said HHS spokesman Tait Sye. "The FDA's regulatory authority over compounding pharmacies is more limited by statute than it is for typical drug manufacturers. We urge Congress to strengthen the FDA's authority."

FDA records show that in 2006 the agency issued a warning letter to the New England Compounding Center for producing anesthetic creams, but officials were unable to say if Medicare was alerted.

In a separate case, Medicare seems to have taken sweeping action on its own without much prodding from the FDA. In 2007, Medicare stopped coverage for compounded inhalation drugs used to treat lung disease.

"Compounded drugs are not considered interchangeable with FDA-approved products," said an information bulletin at the time from Noridian, a major Medicare payment contractor. "The absence of testing for safety and effectiveness has the potential of putting a patient at increased risk of injury, illness or death."

Michael Carome, deputy director of Public Citizen's health research group, says Medicare's policy on compounded drugs seems "internally contradictory."

"They do appear to have a policy for which the default setting is that Medicare does not cover drugs that have not been approved by the FDA," said Carome. "That essentially applies to many, if not all, drugs made by compounding pharmacies."

Medicare's defenders say the agency may be reluctant to act for a number of reasons. Cutting off compounding pharmacies could aggravate drug shortages. Also it could open Medicare to a political counterattack from industry, even charges of rationing.

But Carome, a physician who once served in an HHS regulatory office, says the alternative is that compounding will continue with little federal oversight and recurring outbreaks.

If Medicare had expanded its compounding crackdown beyond just lung disease medications, "that might have prevented the widespread use of these drugs," Carome said. "Without coverage, things don't get used."
